New Release - Virginia's Triennial Census: A Preliminary Study of Process, Accuracy, and Options
In compliance with the Code of Virginia, every three years each school division in the state completes a triennial census of all persons ages 5 – 19 residing in the school district. The resulting number determines that district’s relative appropriation of state sales and use tax for public education.
This newly released study notes the following information significant to Virginia public school districts: - Study of 2005 triennial census allocations compared to population estimates finds that over $17 million may have been misallocated in Fiscal Year 2007 as a result of school divisions over- or undercounting in the 2005 triennial census;
- Consequently, school divisions throught the state received unequal "per child" shares of the tax distribution. The 2007 appropriation should have been $768 per child for every school district, but the actual appropriations ranged from $582 to $928 per child.
