Coy Barefoot photo

Coy Barefoot is a Wall Street Journal and Amazon.com best-selling author. His books include Thomas Jefferson on Leadership and The Corner: A History of Student Life at the University of Virginia, which won the 2003 Nalle Prize for Outstanding History. He has written and reported for magazines and newspapers around the country as well as a long list of online publications. Coy has also worked in radio as a producer, investigative reporter, and talk show host. He is the host and producer of "Charlottesville--Right Now," a public affairs radio program that is broadcast on NewsRadio 1070AM WINA each weekday from 4-6pm.

Bebel, Robin

Ms. Bebel, Assistant Director at CSR, came to the Center in 2004 with 16 years of experience in survey research at Northern Illinois University’s Public Opinion Laboratory. As Director of Field Operations there, she was involved in all phases of project development and execution for local, state and national studies covering a wide range of topics and methodologies. She has focused her work on data quality issues, including effective question design, sampling and interviewer training.

Cai, Qian
Qian Cai

Dr. Qian Cai (pronounced “chien tsai”) is director of the Demographics and Workforce Group at the University of Virginia’s Weldon Cooper Center for Public Service. She is principal investigator for multiple research grants from the Census Bureau, Virginia Governor’s Office and various state agencies.

A native of China, Qian received a bachelor’s degree in economics in 1991 and a master’s degree in demography in 1994, both from Peking University. She received a Ph.D. in sociology from Brown University in 2000.

Carrier, Achsah
Achsah Carrier

Achsah Carrier has worked at the Cooper Center for nearly 20 years studying workforce issues in Virginia and directing career information and resource projects funded by the Virginia Department of Education.

She earned her B.A. from the University of Virginia and her Ph.D. in Social Anthropology from the University of London. She taught for many years at the University of Papua New Guinea and as an adjunct faculty member at the Durham University and the University of Newcastle in England before returning home to Charlottesville.

As Development and Events Coordinator, Rachel is responsible for the logistical arrangements for all Sorensen Institute programs and special events. She also provides support in the area of development, helping with donor stewardship and cultivation. Before coming to Sorensen, Rachel oversaw the publications section of the National Drug Court Institute in Alexandria, Virginia. She is a 2005 graduate of the College of William and Mary, where she studied Government and Religion. She is also a graduate of the College Leaders Program Class of 2005.

Sonny Culverhouse Adjunct Faculty, Cooper Center for Public Service, U.Va., and city manager emeritus, Lynchburg, Virginia. Has a 37-year public service career as city manager, deputy city manager, and director of personnel and management services. Recipient of the 1996 ICMA Distinguished Service Award and the 1989 ICMA Clarence E. Ridley Award for In-Service Training. Served as trustee, Ferrum College; president, Lynchburg Habitat for Humanity; charter member, Senior Executive Institute Advisory Committee. Sonny received his education at RPI (now Virginia Commonwealth University) and Old Dominion University. He's also a graduate of the Federal Executive Institute and the charter 1985 Senior Executive Institute. Before coming to Sorensen, Bob Gibson was the political writer at the Charlottesville Daily Progress for over 30 years, where he specialized in covering local, state, and national politics. He is the winner of several Virginia Press Association awards, the 1993 Virginia Bar Association Award in the Field of Law and Justice and the 1993 Southern Journalism Award for investigative reporting. He is also familiar to many Virginians as the host of WVTF Public Radio's Evening Edition program.

Guterbock, Thomas M.
Thomas M. Guterbock

Thomas M. Guterbock, founding director of CSR received extensive training in quantitative, multivariate methods and has applied these in CSR research, publications and his applied work. In his role as senior project designer and project director for the Center, he has originated and implemented numerous studies, including many that involve either complex sampling, complex questionnaire protocols, or complex analysis strategies.

Dr. Guterbock is also Professor of Sociology, and Research Professor of Public Health Sciences at the University of Virginia, where he teaches survey research methods at both the undergraduate and graduate levels.

Holmes, John Lee

A member of CSR’s full-time staff, Mr. Holmes is the Survey Operations Manager and a staff research analyst. He has a Master’s degree and is a Ph.D. candidate in the University of Virginia’s Department of Politics. His research interests include comparative economic development, comparative politics and polling, as well as oil-based development. At CSR Mr. Holmes has worked as acting senior research analyst, and project coordinator for several surveys, including studies of North American Research Libraries and Attrition from Computing Majors. He is charged with programming CSR's telephone and website-based surveys and manages tracking, data entry, and oversees the fielding of CSR's web, mail and telephone surveys.

Chris Johnson

Since joining the Cooper Center’s Richmond office in 2006, Chris has assumed a variety of responsibilities. He manages sales of the Handbook of Virginia Local Government Law, published by the Local Government Attorneys of Virginia, Inc. (LGA); coordinates the Virginia Institute of Government training programs; and maintains the Institute and LGA websites. Marc currently serves as the Assistant Director and Director of Programs. Modica, Shizuka

Shizuka received a master's degree from the Harvard Graduate School of Education in 1998 and a Ph.D. in Higher Education from the University of Virginia Curry School of Education in 2007. Since 1988, she has been an administrator in various functions at the International University of Japan (IUJ) and the University of Virginia. She was a Fulbright scholar in international education administration while at IUJ. She is also a certified ESL teacher in Japan and a 360 Performance Evaluation facilitator certified by the Center for Creative Leadership.

Her areas of practical and theoretical interest include the meaning of work, high-performing organizations, work motivation, change management, and process consultation. She came to UIP in June 2009.

Tedd Povar is Associate Director of the Virginia Institute of Government. A former city manager, Tedd's primary responsibility is satisfying the Institute's "technical assistance" core function. Terry Rephann is a regional economist at the Weldon Cooper Center for Public Service. Prior to this appointment, he was the Director of Institutional Research at Allegany College of Maryland and Senior Scientist at the Spatial Modelling Centre in Kiruna, Sweden. He also served two terms as a City Councilman in Cumberland, Maryland. Mr. Rephann earned his B.A. in economics and mathematics from Frostburg State University and his M.A. and Ph.D. in economics from West Virginia University. He has published papers in a variety of economics, planning, and public policy journals on the subjects of local economic impact analysis, education, and crime.

Shobe, William M.
Photo of Bill ShobeBill directs the Center for Economic & Policy Studies. He is an adjunct faculty member in the Economics Department and the Battan School of Leadership and Public Policy. Before joining U.Va., he served as Associate Director for Economic & Regulatory Analysis with the Virginia Department of Planning & Budget where he coordinated state expenditure forecasts and the economic analysis of state regulations.

In 2000, Bill received a Fulbright Fellowship in environmental economics and policy. While at DPB, Bill managed the design and implementation of the Virginia NOx allowance auction in 2004. Prior to joining DPB, he taught economics at the University of North Carolina at Greensboro. He has authored numerous articles and reports. In 2007, Bill worked on the research team that designed the carbon allowance auctions for the Regional Greenhouse Gas Initiative. Current research includes allowance auction design, environmental federalism, state regulatory policy, early childhood education and using semantic web technologies to improve public access to data held by state agencies. He earned his Ph.D. in economics from the University of Minnesota and received a J.D. from Lewis & Clark Law School.

Michael Spar

Mike Spar is responsible for the Center's annual series of population estimates and school enrollment projections. He is the former editor of the Virginia Statistical Abstract, and is an expert in the area of census data and internal migration. Dr. Spar has advanced degrees in Anthropology and Sociology, the latter from the University of Virginia. He has been employed as a demographer for his entire career, first as Co-Director of the Population Research Unit at the Urban Studies Center, University of Louisville, and later as a Research Associate in the Demographics & Workforce Group at the Cooper Center.

Leisa’s key responsibilities fall into two distinct areas. As conference and member services coordinator for the Local Government Attorneys of Virginia, Inc. (LGA), she plans and coordinates the association’s statewide conferences; regional seminars; and board of directors meetings and retreats. She is also responsible for the LGA’s web site, listserv, and database. As fiscal technician for the Cooper Center’s Richmond Office, Leisa is involved with procurement, accounts payable, accounts receivable, and general ledger.

Overseeing a university-based public service center requires the ability to move between the often-different cultures of the academy and government. Since 1996, Center Director John P. Thomas has moved with ease between the two.

John has a doctorate in public administration and has been the executive director of the Florida Association of Counties, the National Association of Counties and the American Society for Public Administration. The mix of these worlds, practice and theory, provide an effective background for overseeing the Cooper Center's programs that link the University of Virginia with public affairs.

Zin White recently retired as the Human Resources Development Specialist for the City of Norfolk. During his fifteen years of service, Zin was a member of the organization development team working hands-on with Norfolk’s departments to realize the city’s vision of high performance and a revitalized work culture. His motto continues to be: “We can make a difference, and it begins with me.” Zin has been a key participant of the forum on Creating High Performance Government, which fosters peer networking among lead internal change agents within local governments. He is a graduate of the Management Excellence Program. Zin’s professional career has included public school teaching, 21 years of military service, sales, consulting, public speaking and counseling. He is a graduate of Florida A & M University and the Command and General Staff College.

Witherell, Mary Beth

As Information Technology Director for the Cooper Center, Mary Beth is responsible for planning and implementation of IT infrastructure for the Center. Tasks related to this include server administration, security, backup and disaster recovery, software and hardware inventory and maintenance, database development and project manager for various IT projects.
