Bill directs the Center for Economic & Policy Studies. He is also Professor of Public Policy in the Frank Batten School of Leadership and Public Policy and an adjunct faculty member in the Economics Department. Before joining U.Va., he served as Associate Director for Economic & Regulatory Analysis with the Virginia Department of Planning & Budget (DPB) where he coordinated the economic analysis of state regulations and the state expenditure forecasts for Medicaid, education and public safety.
In 2000, Bill received a Fulbright Fellowship in environmental economics and policy. While at DPB, Bill managed the design and implementation of the Virginia NOx allowance auction in 2004. Prior to joining DPB, he taught economics at the University of North Carolina at Greensboro. He has authored numerous articles and reports. In 2007, Bill worked on the research team that designed the carbon allowance auctions for the Regional Greenhouse Gas Initiative. Current research includes allowance auction design, environmental federalism, state regulatory policy, early childhood education and using semantic web technologies to improve public access to data held by state agencies.
