John is a professor emeritus whose work involves the annual publication, Virginia Local Tax Rates, and he serves as the editor of The Virginia News Letter, a public policy paper series published six or seven times a year by the Cooper Center. His current areas of interest include economic development, regional economics, and state and local government finance. He provides advice and analysis of state conditions to both government and business organizations.
