Bill directs the Center for Economic & Policy Studies. He is also Professor of Public Policy in the Frank Batten School of Leadership and Public Policy and an adjunct faculty member in the Economics Department. Before joining U.Va., he served as Associate Director for Economic & Regulatory Analysis with the Virginia Department of Planning & Budget where he coordinated state expenditure forecasts and the economic analysis of state regulations.

In 2000, Bill received a Fulbright Fellowship in environmental economics and policy. While at DPB, Bill managed the design and implementation of the Virginia NOx allowance auction in 2004. Prior to joining DPB, he taught economics at the University of North Carolina at Greensboro. He has authored numerous articles and reports. In 2007, Bill worked on the research team that designed the carbon allowance auctions for the Regional Greenhouse Gas Initiative. Current research includes allowance auction design, environmental federalism, state regulatory policy, early childhood education and using semantic web technologies to improve public access to data held by state agencies.
He earned his Ph.D. in economics from the University of Minnesota and received a J.D. from Lewis & Clark Law School.

John is a professor emeritus whose work involves Tax Rates and The Virginia News Letter publications. His current areas of interest include economic development, regional economics, and state and local government finances. He provides advice and analysis of state conditions to both government and business organizations.

Steve is a research assistant at the Center for Economic and Policy Studies. His duties include gathering and disseminating data related to economic activities in Virginia and surveying localities about tax and finance related activities. He also serves as a contact for inquiries from the public about information and data resources pertaining to Virginia’s economy.

Regional Economist

Terry Rephann is a regional economist at the Weldon Cooper Center for Public Service. Prior to this appointment, he was the Director of Institutional Research at Allegany College of Maryland and Senior Scientist at the Spatial Modelling Centre in Kiruna, Sweden. He also served two terms as a City Councilman in Cumberland, Maryland. Mr. Rephann earned his B.A. in economics and mathematics from Frostburg State University and his M.A. and Ph.D. in economics from West Virginia University. He has published papers in a variety of economics, planning, and public policy journals on the subjects of local economic impact analysis, education, and crime.
