School divisions in Virginia currently conduct a triennial census of all 5-19 year olds residing in their district.  These counts determine the appropriation of the state sales and use tax for public education.  The triennial census is very inaccurate and should be replaced with a method that provides a consistent, fair allocation of funds throughout the Commonwealth.
