School Graduation
In the mid–1960s, Virginia’s institutions of higher education faced a crisis. High school graduates were applying to the state’s public colleges and universities in record numbers, well in excess of existing capacity. The surge in high school graduates (and college applicants) came roughly two decades after the start of the baby boom, extending that generation’s impact from primary and secondary schools to higher education
